The Service

Audit & Counter Fraud fulfils a statutory requirement to advise, alert and assure the Council on the effectiveness of its systems of internal control.

This means focussing on key risks that prevent objectives being achieved, the controls needed to mitigate the risks, and how effectively the controls are working. Audit & Counter Fraud is independent of all other functions, so it can give an objective and unbiased view.

Its primary purposes are:

What is the role?

As Senior Auditor you will assist with delivering the Audit and Counter Fraud Service to PCC and External Clients and act as an ambassador for strong risk management by providing clear visibility and presence. You will be responsible for the completion of specific audits covering predominately operational and finance reviews along with any other work as at the direction of managers within the section.

For each area to be reviewed you will be required to undertake original research and a risk assessment to identify the scope of work to be completed, before planning and carry out the testing and evaluate of risks and controls. All findings will then be discussed with the relevant manager prior to a formal report being issued.

Whilst you will be based at Portsmouth Civic Offices you may also be required to conduct audits for external clients across a number of sites.

Who is the person?

You need to be able to demonstrate the following:

1. A good educational standard i.e. graduate with a relevant degree or working towards a relevant degree. 2. Part qualified member of a relevant professional body (IIA, ACA, ACCA CIMA) or substantial experience in an auditing environment, operating at the same level.

Generally:

3. You'll have a good understanding of customers' needs but are still able to challenge and persuade positively, and keep your integrity and objectivity 4. To demonstrate knowledge and experience of working within an auditing environment 5. To have knowledge and experience of corporate governance including: risk management, internal control environments and frameworks.

6. Ability to adapt to differing audit methodologies and processes depending on the client

7. Have excellent communication skills and able to build a rapport as you will be dealing with people at all levels

8. Be a creative thinker when it comes to reaching agreement on solutions and able to use your own initiative.

9. Be self-managing, able to prioritise and work to deadlines.

10. Have good oral, analytical and report writing skills.

11. Be able to work as part of a team to ensure a smooth delivery of the service and be flexible in being able to adapt to the changing needs of the team

12. Be open minded, able to keep up to date with new initiatives and have a positive mental attitude

13. Have excellent working IT skills especially with Microsoft Word and Excel.

14. Have excellent planning, organisation and time management skills with the ability to juggle conflicting priorities and prioritise appropriately to meet agreed objective deadlines for the delivery of personal tasks and outcomes. 15. Hold a valid driving licence.
